A visitor asks about blue badge fraud

I live in London W2 and have been amazed (as have many around here) at the ballooning number of cars that now display a blue badge. The unavoidable fact is that practically all these vehicles are Arab owned/driven. If you care to wander around this area - Church St, Edgware Rd I would say that a third of all vehicles display a blue badge. It's insane and deeply infuriating as the fraud is so gross and blatant. I've contacted the Council - it just couldn't care less - I've submitted a FOI request asking for the number of Blue Badges issued this year and 10 years ago just to see how it's spiralled out of control. They won't tell me.

Well that's it. Any ideas?
What reasons did the council give for refusing what seems like a perfectly reasonable FoI request for information that should be in the public domain anyway? Remember you can always appeal to the Information Commissioner.

I wonder what your councillor says. Would the Evening Standard do a story or publish a letter? Would The Telegraph's London Editor, Andrew Gilligan, be interested?
